1 introduction

Economics and Management College of Shanghai Fishery University has developed from the Department of Fishery Economics and Management, which opened in 1984 by immerging Institution of Fishery Economics of Shanghai Fisheries University and the branch of Leader Management College of Central Government in Shanghai Fisheries University. Over the years, the college has had official name of Economics and Trade College and presently Economics and Management College.

 

 

In the past 20 years, Economics and Management College has completed the degrees from the bachelor to doctor levels. The college offers PhD degree in Fishery Economics and Management, master degrees in Industry Economics, Agricultural Economics and Management and Fishery Economics and Management, professional promotion master degree in Agricultural District Economics and bachelor degrees in Economics and Management of Agriculture and Forestry, International Trade, Finance, Accounting, Logistics Management£¬Marketing and Food Economics and Management. The college has an enrollment of 2,375 bachelor students, 40 master students and 2 PhD candidates. Four research institutions, namely, Institution of Resources and Environmental Economics, Institution of Marine Cultural, Economics and Management, Institution of International Trade and Food Logistics and Institution of Marine Policy and Fishery Economic Policy were set up in the college. Chinese Research Center of Fishery Development Strategy was also located in the college and its administrative affairs were taken by the college.

Combining objective of curriculum development of the college with the education direction of developing high level university given by the Shanghai Fisheries University, the college has decided to develop Fishery Economics and Management, Food Economics and Management as the special important subjects for further development. Bachelor degree of Economics and Management of Agriculture and Forestry, named Fishery Economics and Management historically is the earliest one related to the field of marine economics and management among all the bachelor degrees under the management of China central government. Fishery Economics and Management has become one of the important subjects that Shanghai municipal government plans to further develop in the fourth round of project called Developing Important Subjects in Shanghai. Under the supports given by local government in the last 3 years, Fishery Economics and Management has notability for its tremendous progress and specialty in China and abroad.

Major of Logistic Management, specializing in the international food logistics opened in 2004 in the college. It is also one of projects supported by Shanghai Municipal government as to develop education with high level. On the bases of two projects above supported by the Shanghai Municipal government, the college has the preliminary framework to develop two new curriculums named Food Economics and Management and Marine Economics and Management.

In the process of curriculum development, research results are largely accumulated and extended and the research abilities of the faculty team are tremendously increased. More than 50 projects with research fund of RMB 3,000,000 have been taken by faculties in the college. Those projects are from central government of China, Agricultural Department of China, Science Committee of Shanghai, Agricultural Committee of Shanghai, FAO, state government of Minnesota, US, Marine and Fishery Research Institute of Japan and Korea. Some research results of these projects are leading in China in the following fields including fishery institute economics, trade and logistics of aquaculture products, marketing of aquaculture products, fishery culture and policy, management of food supply chain , food safety and quality control, food consumer behavior and brand marketing.

As a result of absorbing and cultivating the talent faculties, the college now has 55 faculty members. Ten of them are professors, sixteen are associate professors. Half percent of them are with doctor degrees. The college also has around 30 visiting professors from domestic and overseas. It is a united hard working research and teaching team with reasonable structure and good motivation to contribute the college.

The college insists in the discipline of matching with the derived needs from national economic and social development, being actively related to the development of Shanghai, serving the whole nation and facing to the world. The college¡¯s education idea is to keep the university discipline of taking people as the base, student as the base, hard working and honesty and also keep the college discipline of helping people with economy and perseverance. In order to cultivate the creative students with practical skills for further development of China with socialism, the college sticks to the open education and the combination of theory and practice. The college currently has close research communications and student transfers with more than 10 countries in the world including US, Australia, Norway, Japan, Korea and Vietnam.

There are 8 teachers in the department, the rate of the teachers who are Ph. D in this department is 62.5£¥. There are 4 teachers who teach major causes in this department but are administrators in the college of economics and management. This department also employs 10 visiting professors.

The main research groups of the department:

1.    fisheries economics and management

The members of this group continuously concentrate their research on the development of fisheries economy and its management in China. This group has undertook several decades of research project from FAO, Department of agriculture of China, and related department of local government. As one of the major which is administered by the department of education of China, the department of fisheries economics and management has got the support from the important science project of Shanghai, and its research and education begin to promote each other very well in recent years. As a result, its domestic and international influences are increasing.

2.    rural environmental and resource economics

Starting from the research of fisheries environmental and resource economics, this group studies the problems of population, environmental and resource economy which occur in the development of rural economy. The members of this group concentrate their interest on the estimation of the values of the aquaculture and cornfield ecological system, evaluation of the economic policies of aquatic eco-system reparation, economics of aquaculture pollution, and poverty problems in the process of rural environment protection. This group undertook many research projects from national and provincial government.

3.    agricultural economics

This group mainly studies the improvement of farmers¡¯ income, adjustment of agriculture, and the construction of new rural area, and undertook some research projects from related department of government, which concerned the security system of poor fishing family, the strategy of the construction of new rural area, the contribution rate of fisheries to agriculture, the analysis of produce market, the technical and economic analysis of agricultural project.

4.    marine economy

This group studies the development of marine economy, marine institutional economics, fisheries environmental and resource economics, the protection of marine environment and resources, the set-up of the marine management and administration efficiency, the finance of marine risk management, the development of marine industry, marine regional economics, the competitiveness of the marine product.

The feature of the education:

The feature of the education of the department is the fisheries economics and management. Our university set up institute of fisheries economics early in 1955, established the major of fisheries economics and management in 1984. This department has educated over 1000 students. During the long process of development, fisheries economics and management has evolve as one special major of our university, and becomes the sole major which can offers both bachelor, master, and Ph. D education in China.

1.    Research of theories and practices of financial accounting

This majors in applications of financial accounting theories and, the improvement and discussions of financial accounting standards and the fundamental theory and application of taxation accounting.

2.    Research about Corporate financing

Combined with the Frontiers of corporate financing, this research majors in the measures to improve shareholder value on Chinese capital market, concerning about the combination of the Empirical Study Theory and Chinese capital market.

Characteristics of the department:

Through continuous teaching reforms, the department has been improving the teaching quality.  And she also improves professional quality by Gold Abacus Accounting Skills Match. The department emphasizes the effects of classroom teaching, develops the Accounting Practice programs and advocates the combination of studying in school and social practicing. There are seven full time teachers in the finance department and two of them are doctors, taking 29%.

The scientific research areas are rural finance and rural insurance (insurance in fishery), the development of capital market, real estate finance, exchange rate system and foreign exchange transaction.

2. Emphasizing foreign language education, especially financial English. With a knowledge of international banking business, students are competent in external economic departments.

General Introduction:

Our department now boasts 9 staffs with 25 percents have doctor¡¯s degree and one now studying abroad for a Ph.D).

We carry out research in the fields of International Trade and Service Trade, International Trade and intellectual property rights Protection, Policy of International Trade and Transnational Economy and Management.

Students of our department have full basic knowledge of Economy and International Trade and are familiar with the regulations and cases of International Trade as well as Operations. We put great focus on practice and case teaching so as to cultivate applied talents with practice strength and capability.

 

Department of Marketing

Dean: Yifang Li, graduated from Trade Economics department of Shanghai University of Finance & Economics with a bachelor degree in 1989. Main Research Fields: marketing theory and strategy, marketing and circulating of aquatic products.

1. The department has formed a strong team based on marketing and circulating of aquatic products, including the market system of aquatic products, the function of aquatic products market, the constructing and programming of aquatic products market, the norm of aquatic products market, the actuality and development of aquatic products market at home and abroad and so on.

2. The research about food (agricultural products) brand marketing come into being a bright spot of the department, focusing on what is agricultural products brand, the relationship between agricultural products brand and local economic development, how to evaluate the brand of agricultural products, the international competitiveness of agricultural products brand and Chinese agriculture, the establishment of famous-brand agricultural products bases, agricultural products brand and protection of intellectual property rights, the building of agricultural products brand and the utilizing of media resources, the crisis management of agricultural products brand.

Characteristics of the department:

    The department is committed to enhance teaching quality step by step via teaching innovation and teaching research, and try to improve the students¡¯ comprehensive quality by carrying out colorful technological and cultural activities. 3 Teaching Management

 

Centering on national economic construction and social development need consistently, integrating with shanghai economic development closely, the College of Economic & Management meets Shanghai¡¯s need, renders service to whole country, and adopts an international outlook, gradually shaping an sustainable guideline for college operation. In accordance with the principle of ¡°giving fundamental consideration to the people¡¯s interests¡±, the College of Economic & Management focus on students and open operation, at the same time, it pays close attention to the combination of theory with practice. The college insists on changing traditional conception and renewing educational ideas, and makes great efforts to improve the quality of teaching, devoting itself to adjusting training goals, optimizing the structure of disciplines, and updating curriculums and teaching materials, improving instruction content, reforming teaching means and methods.

In accordance with social demand for training qualified personnel, college emends undergraduates¡¯ training program and enriches teaching content through adding practical activities every year. The methods of case teaching, experimental teaching, and model practice is advocated, and the means of CAI software and online class is adopted, thereby the quality of teaching improved. The course of ¡°Fishery Economy¡± with the title of ¡°Shanghai Quality Open Courseware¡±, in the charge of Professor Le Luo, is recommended to apply for China Quality Open Courseware by the Instructing Committee of Agricultural Economic and Management. At present, the College of Economic & Management boasts it 5 key construction courses, among which ¡°Fishery Economy¡± has received third prize in 2005 Shanghai Teaching Achievement Evaluation for its course construction and teaching reform.

At present, the college provides such teaching facilities as accounting laboratories, ERP laboratories and international trade teaching software to undergraduates for their practice. The representatives from our college, participating in the Semi-Finals in Shanghai of the 1st Yongyou Cup National Shapan University Students' Contest in July 2005, wan the first prize. Later on in August they wan a prize for excellence performance in the final game in Beijing. In the new campus, economic and manage comprehensive laboratory centers will be set up, including new  type of laboratories of logistic management, securities and futures exchange, international trade, and ERP Shapan practice. All of these will offer better conditions for teaching, study and research.

The college attaches great importance to the build-up of the teachers¡¯ ranks and the development of skeleton teachers. At present a number of teachers of our college pursue some degrees overseas or act as visiting scholars. On the purpose of improving bilingual teaching skills, many specialized teachers are sent overseas to take short-term refresher courses. While sending them overseas to study, the college has actively invited foreign professors whose experience should be dawn on. The college keeps the extensive communication with other fishery colleges in Japan, South Korea, and Norway and so on, from which the foreign experts and scholars are invited to make lectures or speeches for both undergraduates and postgraduates, all of which has promoted academic communication and received a warm welcome from students.

 

4 Introduction to Postgraduate Education

In the college of Economics and Management, there are three full-time professional Master¡¯s Degree Programs in industrial economics, agricultural and forestry economics & management and fisheries economics and management, one Master¡¯s degree program in agriculture extension as well as one doctor¡¯s degree program in fisheries economics & management. The college also provides post education for overseas students. After more than 10 years of efforts, the comprehensive educational system of training of qualified personnel is established. In other words, College of Economics and Management could offer different hierarchical level of education, which means it could award students diplomas of Bachelor, Master or Doctor. There are over 20 graduate and doctoral mentors and at the same time, we still invite more than 20 famous domestic or international experts or scholars to be our guest professors.

To broaden the horizons of postgraduates, the College is keeping extensive communication with and cooperating with FAO, as well as universities, research academies and institutes, experts and scholars of USA, Japan, Norway, South Korea, etc. Furthermore, the college regularly invites scholars to deliver lectures and hold seminars. In the meanwhile, the college attaches great importance to social practice in postgraduate education. As a result, it has organized to found a few education bases for social practice to foster multi-level, qualified economic and managerial personnel for our society.

Introduction to postgraduate diplomas

Doctor¡¯s degree in fisheries economics and management: on the theoretical basis of fisheries economics, regional economics, fisheries sustainable development theory and institutional economics, the discipline concentrates on development and evolution of fisheries industrial policy and fisheries regional economy, and theory and method of formulation of fisheries industrial policy and taking full advantage of regional economy. One feature of this discipline is that it integrates other disciplines, i.e. marine law, ecological environment, biological resource and economics. The other is that the research in sustainable development of ocean and fisheries plays an important role and marine industrial economics is the main research direction.

Master¡¯s degree in industrial economics: the specific research contents and features are as follows:

1.    theory of sustainable industrial development: it concentrates on the relationship between the utilization and sustainable development of autogenic biological renewable resources and unclaimed flexible natural resources.

2.    industrial policy and regional economics: it concentrates on industrial policy, industrial development strategy, organizational behavior, operation strategy and regional industrial structure and industrial distribution.

3.    comparative researches in industrial economy: it focuses on the developing process of China¡¯s economy and technology and makes researches in comparison of domestic and overseas industrial development, human civilization and social economic development.

Master¡¯s degree in agricultural and forestry economics and management: the specific research contents and features are as follows:

1.    agricultural economics and management: attention is paid to economics and management in the exploitation and utilization of flexible resources, policy formulation and system configuration, international trade theory, market circulation, etc.

2.    marine resource and environmental management: it focuses on the influences caused by social and economic system in the course of marine environmental management, to offer scientific backing for government department concerned.

3.    economic information management: on the basis of modern management, managerial information, computer information technology and mathematical statistics, it focuses on  processing methods and measures to foster qualified specialists, who are good at not only management but also information technology.

Master¡¯s degree in fisheries economics and management: the specific research contents and features are as follows:

1.    marine industrial economics and management: it concentrates on the theories of marine economics and fisheries economics and economic policy, institution, organizational behavior and operation strategy of optimization management for renewable resources.

2.    fisheries administrative management: it concentrates on the law, rules and relevant administrative system of marine economy and fisheries administrative management.

3.    aquatic product market and policy: on the basis of international trade theory, marketing and policy, it concentrates on the supply and demand, circulation, processing and the conflicts existing in foreign trade, and it also focuses on the correlation between that and national economic policy, to provide sound ground for relative economic departments and managerial departments to supervise and make decisions.

6 Academic Research & Discipline Development

 

On the basis of the distinctive discipline, fisheries economics and management, the college is accelerating and extending the development of the other two disciplines, i.e. ocean economics& management and food economics & management, in order to form a high-level discipline system, presenting distinguished discipline features and highly-intersecting disciplines.

1.    discipline of fisheries economics & management

It is intended to be the center for innovation of fisheries development theory of China, the consulting center for fisheries economic policy, the training center for superior fisheries managerial personnel, the communication center for international research of fisheries economics & management.

Main directions in research are as below:

(1) fisheries policy & law: It concentrates on institutional arrangement for and institutional change in utilization of fisheries resources; institutional arrangement for fisheries economic organizations and fisheries operating system; institutional arrangement for and policy of effectively controlled total fish catch; economic policy arrangement for capturing quota system and property right system..

(2) fisheries culture & urban fisheries: it concentrates on fisheries culture and collation and protection of folk cultures in urban fisheries society; coastal fisheries economy and the strategy for sustainable coordinated development of both urban and rural areas & urban agriculture; the history of fisherman life and the development of fish culture; the influence on the development of coastal and urban agriculture caused by fish culture; how to construct the pattern of ecological fisheries; how to increase the contribution rate of recreational and urban fisheries to economic development. 

(3) trade & circulation of aquatic products: it concentrates on the configuration and improvement of fish market; smoothness of aquatic products¡¯ logistics; trade barriers to exports; how to efficiently protect domestic enterprises and domestic market while implementing WTO rules flexibly. 

There are three research bases for this discipline, i.e. the research center for fisheries development strategy of China, simulation research laboratory of fisheries economic operation, and database of fisheries development.

2.    discipline of food economics & management

The objective of this discipline is to be the center for theory innovation of food economy development, the training center for superior managerial personnel of food industry and the research center for food trademark.

It concentrates on the theory of food industry system and supply chain management, and how to build the food system - from farm to table; risk evaluation of food supply chain, and the design of dynamic early warning system and security system; research in the strategy for the safety of food supply chain; food marketing, trademark construction and management, and consumer behavior in food market; research in system of social services for food safety; research in performance of food safety system.

There are four research bases for this discipline, i.e. institute of modern logistics, institute of Chinese food trademark, database of food industry development and institute of food quality management.

3.    discipline of ocean regional development economics

The main directions in research are composite system theory of economic ecological environment of ocean and continent in coastal zones, economic evaluation of resources and environment in coastal zones, and economic structure and industrial policy in coastal zones.

(1) composite system theory of economic ecological environment of ocean and continent in coastal zones

It concentrates on harmonious development theory of regional economy and ecological environment in coastal zones, highlight of which is sustainable development theory of regional economy in coastal zones. In the meantime, it also does research in systematic linkage development theory of regional marine and continent economy in coastal zones and the key point is to discuss the quantitative relation, functioning direction and functioning mechanism of interaction and interdependence between economic marine system and economic continental system.

(2) economic evaluation of resources and environment in coastal zones

There are three sub-directions in research. The first one is the economic assessment of seawater desalination, which will base on environment assessment indicators and focus on social cost and benefit, not just private cost and benefit, to provide foundations for seawater desalination projects.  Second, it is supposed to set up index system of economic evaluation of resources and environment and establish the basic theory and method in assessment. Third, it is the economic evaluation of ocean-concerned engineering environment.

(3) economic structure and industrial policy in coastal zones

There are three sub-directions in research. The first one is environmental accounting and tax planning. It will focus on sustainable development and environmental accounting, performance evaluation of environment, information disclosure of environmental accounting for enterprises in China, analysis of environmental audit and enterprise tax planning involving environmental resource tax. The second one is ecological compensation for exploitation of marine resources. It will study how much it is suitable for compensation, the transferring direction of welfare, the reasons, method, way and mechanism of compensation to the hurt, then to provide foundations for policy-making. The third one is interest conflicts and harmonization about environment protection. It mainly discusses the negative externalities attributed to unclear property rights in the process of regional economic development, the conflicts resulted from elimination of negative externalities among respective interest groups and further discusses the mechanism to harmonize these conflicts.

There are four research bases for this discipline, i.e. institute of marine law and policy, institute of halobios and environment resources exploitation, institute of harbor economy and institute of ocean development programming and regional planning.
